The Norman Public Schools Board on May 4 authorized the execution of a real‑estate purchase and sale agreement related to projects funded by the district's 2023 bond.
Board member (S18) moved to approve the resolution after the board met in executive session under Oklahoma statute Title 25 — 307(B)(3) to discuss purchase or appraisal of real property. The motion passed with four votes in favor and one opposed; Board member Price (S23) voted no.
Justin Milner (S28), associate superintendent, had presented the site earlier in the meeting as a former Forest Lumberyard with roughly 34 acres and about 125,000 square feet of building area. Milner told the board the site appraisal was $14,000,500 and described advantages of a more centralized location for an agricultural barn and related program space compared with the district's existing Goldsby property.
Milner said pricing remained under negotiation and that the board would address transaction details in closed session with district counsel and outside counsel present. After the executive session, the board's public statement said no other matters were discussed and no votes took place during the closed meeting.
Board members who spoke in public session said the purchase would better centralize vocational agriculture resources for students and reduce travel for families; one board member urged continued attention to equity across neighborhoods as the district develops bond projects.
The board did not disclose the final purchase price during the public session; Milner said the purchase terms remained under negotiation and that attorney David Floyd would join discussions as needed. The resolution authorizes district leadership to execute the agreement consistent with the terms discussed in closed session.
