The City Council approved a rezoning and land-use-plan amendment for about 44.72 acres at Flying Horse (Creek Ridge) on second reading, changing the area from a Planned Development Zone to an R‑Flex medium zone intended to establish defined residential densities and reduce potential commercial intensity.
Allison Stocker, senior planner, told council the original PDZ approval from 2021 had permitted a wide range of intense uses (up to 1,500 total units across the downtown PDZ, hotel and large commercial footprints). The applicant’s request removes portions of that PDZ footprint and transitions several blocks to R‑Flex medium, which includes a density range and a maximum building height lower than the PDZ allowance.
Applicant representative Jason Allwine said market trends and surrounding commercial development reduced the need for the previously anticipated intensity and that the rezoning would provide a clearer path for residential development. Stocker and the applicant explained the proposal identifies a 3.5‑acre neighborhood park and preserves an undisturbed habitat area in the northeast corner of the site.
Staff reported three review cycles since November with 109 mailed notices and no public comments specific to this request. Council members asked clarifying questions about open-space designations and access; staff confirmed access points and internal public-street plan remain consistent with previous approvals.
Motion to approve 11A/11B carried on recorded votes (7–0), and a related 11C rezone for 2.17 acres at 4880 Airport Road was approved after deliberation (7–1).
