The Levy County Board of County Commissioners adopted a proclamation on April 30, 2026, honoring Reverend Richard Harding for nearly five decades of volunteer ministry to people incarcerated at the Levy County jail and service to the broader community.
County commissioners read the proclamation at the special meeting, noting Harding’s long-term work offering counsel, support and reentry assistance. Sheriff McCallum, who spoke after the proclamation, said the sheriff’s office and staff have been affected by Harding’s work. "I cannot say how much we appreciate and love him and appreciate what he's done for us over many, many, many years," the sheriff said, crediting Harding with changing lives inside the detention center and supporting staff.
Commissioner Desiree Mills moved to adopt the proclamation; the board seconded the motion and approved it by voice vote. The board arranged to present the signed proclamation to Reverend Harding and thanked his family for their support.
The proclamation text read by the board lists Reverend Harding’s ministry to inmates, his welcome of former inmates into Faith Baptist Tabernacle fellowship, and the county’s gratitude for his decades of service. The board’s action was ceremonial recognition; no further policy action was taken.
