The Harrington City Commission voted to authorize a letter of intent and commit up to $15,000 in local matching funds to pursue a Patterson Family Foundation grant aimed at renovating the Father Padilla bandstand and improving adjacent public space.
Miss Rice, the presenter for the item, told commissioners the Patterson Family Foundation targets rural economic and community development and that Harrington is eligible as part of the foundation’s catchment area. She outlined three application options: (1) entrepreneurship development (a $25,000 program-focused request), (2) a capital-intensive incubator/makerspace that would likely require building investment, and (3) a staged capital project for the Father Padilla bandstand and park access (the option selected by the commission).
The bandstand option, described as a staged approach, includes roof and structure repairs, ADA-compliant access, and potential stone veneer work. The total budget for full bandstand rehabilitation was estimated at about $100,000; staff identified a roughly $6,000 sidewalk cost that could be applied toward the city’s match. Corky, representing the Harrington Revitalization Committee, said the committee had already raised $5,000 toward the project and planned additional fundraisers (disc golf tournament, drag-race proceeds, marble run, and a Christmas home tour).
Commissioners discussed who would provide the match and how much discretionary money was available. After discussion, the commission moved and approved a motion to commit up to $15,000 as the city’s potential match for option 3 and to authorize a joint letter of intent from the governing body by the application deadline. Miss Rice said Lisa (a staffer) would follow up to prepare the grant submission if the commission moved forward.
Commissioners emphasized a phased plan that would prioritize repairing the bandstand first and then add amenities as funding allowed. Staff and the revitalization group noted potential in-kind donations (US Stone was mentioned as a possible material donor) that could reduce required city cash match. The commission directed staff to draft the joint letter of intent for commissioners’ signatures and to coordinate the phased plan for the grant application.
The commission approved the motion by voice vote; commissioners present voiced assent.
