At the May 4 meeting, Parks & Recreation Director Cox presented the consultant selection for Fleming Loop Park. After a qualifications‑based RFQ and interviews, staff recommended the team of Edifice Construction and GeoSurfaces as the most qualified design‑build firm, with JD Goodrum as the next‑ranked firm.
The manager’s recommended FY27 budget includes $6,250,000 for Fleming Loop Park; staff noted the town has been awarded $4,250,000 in Wake County hospitality tax grant funding to support the project and recommended negotiating scope and fee with the preferred firm subject to town‑attorney review. The board approved the recommendation and authorized the town manager or designee to negotiate scope and fee, with fallback to the next‑ranked firm if terms cannot be reached.
The board also approved entering into a two‑year on‑call agreement with three top scoring CEI firms (JMT; GFT; RK&K) to support upcoming federally funded transportation projects and materials testing requirements.
