Weld County commissioners approve contracts, road closures and proclamations

Weld County commissioners on Monday, May 4, approved a series of contracts and resolutions intended to support roadwork, procurement and county programs, including a $1,346,734 paving fabric award, a cooperative tire purchase capped at $750,000 and several temporary road closures for paving and bridge repairs.

The board unanimously adopted motions by voice vote on multiple items. Toby Taylor of the county purchasing division told the commission the public works department received a single qualified bid for paving fabric and recommended awarding bid B260005 to Vance Brothers “in an amount not to exceed $1,346,734.” The board approved that award after a motion from Commissioner Kevin Ross and a second from Commissioner Lynette Peppler.

Also approved was a cooperative (piggyback) purchase of tires, tire supplies and repair services from CMC Tire LLC using Larimer County’s source bid; purchasing recommended a not-to-exceed amount of $750,000 through Nov. 28, 2026. Commissioners approved the resolution on a motion by Commissioner Ross and second by Commissioner Perry Buck.

Public works presented three temporary road closures related to paving and bridge projects. Amy Mucchi of public works said the County Road 46½ closure between County Roads 17 and 19 will run May 11–29 to allow paving that aligns a county segment with Johnstown’s already paved portion. The board also approved a May 18–June 19 closure of County Road 70 (between County Roads 57 and 59) for work on Bridge 7057A and a May 18–June 12 closure of County Road 84 (between County Roads 25 and 29) for deck replacement on Bridge 8425A; each closure was authorized by resolution and will accommodate local access and marked detours.

The board approved two intergovernmental agreements with the City of Greeley related to the judicial and administration site project. County counsel described the package as an exchange of properties that includes demolition obligations by the city; the county’s attorney said the agreement will appear on the Greeley city council agenda the following night. The board also approved a revocable license agreement to locate a construction camera on a city building to monitor work on the civic campus.

During presentations the board read proclamations designating May as Foster Care Month and Older Americans Month in Weld County. Jamie Ulrich of the Department of Human Services said Weld County has 64 children and youth currently in foster homes and that 80 foster and kinship homes were certified last year. Deputy director Tammy Grant highlighted aging services, saying, “This year’s theme, ‘Champion Your Health,’ highlights prevention and wellness and personal advocacy,” and reported that in 2025 about 2,377 older adults participated in Weld Aging classes and more than 81,000 meals were delivered through the Friendly Fork program.

Public comment Pastor Chris Eichenberg used his three-minute public-comment slot to deliver an extended, religiously framed statement that included accusations directed at county attorneys, elected officials and sheriff’s deputies. He named specific county staff and officials and said the matter should be addressed at the appropriate hearing; the chair ended the comment when the allotted time expired. No formal county response was recorded in the transcript.

What’s next County staff said the City of Greeley will consider the intergovernmental property-exchange item on the city council agenda the next evening. With the votes concluded, the board adjourned.
