The Claremont Architectural and Preservation Commission voted unanimously to recommend City Council approval of Mills Act Agreement 26MA01 for the property at 425 West 10th Street.
Assistant planner Jordan Goose presented the Mills Act application and reviewed program criteria, explaining Mills Act contracts offer property‑tax incentives for owners who commit to preserving significant historic resources. Goose described the house as an example of Tudor Revival architecture built in 1927, associated with local builder Clarence Stover and the Woodford family, and outlined proposed scope of work including seismic foundation retrofit, electrical and plumbing repair, window and historic steel‑frame window repair, roof and gutter replacement, and interior hardwood restoration.
"The property properly satisfies all of the criteria set pursuant to City Council resolution number 2012‑75," Jordan Goose said, recommending the commission adopt the draft resolution and find the item exempt from CEQA.
Commissioners praised the application as a fitting use of the Mills Act to enable needed preservation work; Commissioner Spivak said the projected scope of improvements (she referenced about $154,000) exceeded minimum preservation investment thresholds and would benefit the community.
Commissioner Spivak moved that the commission adopt a resolution recommending City Council approval of Mills Act contract 26MA01 between the city and property owners Michael Blickenstaff and Sabrina Fernandez Blickenstaff; Commissioner Trisha Perry seconded. The motion carried in a unanimous roll‑call vote. Staff noted the applicants were not present but had submitted written comments; the applicants have 10 days to appeal.
What happens next: the commission’s recommendation will be forwarded to the City Council for final action and the owners will proceed with documentation and future permit processes tied to the preservation work.
