Planning committee places $434,665 weatherization grant amendment on April 29 consent agenda

Committee Chair Nehring called the Snohomish County Council Planning and Community Development Committee to order on April 21 and, after brief procedural items, the body moved a proposed contract amendment to the April 29 consent agenda.

Debbie Mott, council staff, presented the item as proposed motion 26-162 and said, “The proposed amendment adds $434,665 in grant funding for weatherization and repair services for eligible low income participants under the Weatherization Plus Health program.” She told the committee the change would amend contract S25-9495401-422 with the Washington State Department of Commerce and raise the contract total to $2,314,833. “Amendment B increases the contract to $2,314,833 which now exceeds the maximum allowed for executive approval under SEC 4.26.025,” Mott said.

Mott said the Weatherization Plus Health program and the amendment were part of the Conservation and Natural Resources 2026 grant work plan. Because Amendment B pushed the total above the executive-approval threshold, staff asked the committee to advance the item to the General Legislative Session (GLS) for formal consideration on April 29.

Chair Nehring asked whether any council member had questions or objections to placing the item on consent; none were offered. “Then we’ll go ahead and place motion 26-162 on the consent agenda for GLS on April 29,” Nehring said. No vote or final action occurred at the April 21 committee meeting; the committee adjourned after completing the placement.

The amendment, if approved at GLS, would add $434,665 in state grant funds to the existing contract and direct the County Executive to sign Amendment B. The contract number and funding amounts were stated by staff as provided; the committee did not take a substantive vote at this meeting.
