Kossuth County supervisors approve transfers, claims, dental rates and routine permits; closed session held on IT personnel

At its April 7 meeting the Kossuth County Board of Supervisors approved claims, acknowledged transfers of $92,869.06 and $637,646.42 to Secondary Road funds, approved employee dental rates, authorized a MidAmerican gas main cap, approved a saturated buffers agreement, and entered closed session on IT personnel with no decisions announced.
The Kossuth County Board of Supervisors on April 7 approved routine county business including claims, fund transfers to the Secondary Road fund, employee dental rates and several permits and agreements.
The board unanimously approved the meeting agenda and minutes of March 31, 2026 (motion by Josh Waechter; second by Kyle Stecker). Supervisors voted unanimously to approve county claims and drainage claims, which were presented in detail and list a grand total of $461,586.50 for general vendors and $79,287.85 for drainage items.
Auditor Tammy Eden reported transfers made April 2, 2026 of $92,869.06 from General Basic to Secondary Road and $637,646.42 from Rural Basic to Secondary Road (total $730,515.48); the board acknowledged those transfers.
On benefits, the board approved county employee dental insurance rates at $44 per employee and $104 per family (motion by Kyle Stecker; second by Amber Garman). Supervisors discussed employee health insurance options and a motion by Stecker to discontinue a $100 monthly HSA contribution for retired employees failed for lack of a second and will be revisited next week.
On permits and projects, the board authorized MidAmerican Company of Fort Dodge to cut and cap a 1/2‑inch gas main in a county right of way (permit 04‑07‑2026) and approved an agreement to install Saturated Buffers in Drainage District 80. The board also handled routine supervisor requests and acknowledged a Years of Service Award presented to Kendall Stumme for 40 years of conservation service.
The board voted to go into closed session under Iowa Code 21.5(1)(i) to discuss personnel matters with the IT department; roll call to enter closed session was unanimous. Supervisor Carter Nath joined the meeting during closed session; the minutes state no decision was made during or after the closed session. The meeting adjourned at 12:01 p.m.
