Commissioners approve proclamations, board-vacancy advertising, contracts and funding allocations

Deputy county manager and finance director Paula Roach presented multiple budget amendments, including transfers for HVAC, library passport-fee appropriations, a $210,000 water-source heat pump for the community college, and appropriation of interest on a sheriff's grant for a SWAT robot; commissioners approved the amendments.
Paul Holden of the Juvenile Crime Prevention Council presented the JCPC annual budget request, funded from the state division of juvenile justice, and commissioners approved the funding. Holden also presented Partners Health Management's maintenance-of-effort funding recommendation for jail-based services and a small allocation to a community food council; the board approved the funding recommendation and discussed that the maintenance-of-effort is recommended but not statutorily required.
The board approved a multiyear subscription with LexisNexis for the legal department and a contract with CivicPlus/NextRequest for public-records management to improve public-records workflow and file format conversion. The sheriff's office requested the board award duty weapons and badges to two retiring sworn staff (Major Andy Greenway and Corporal Michael Messer) in keeping with statutory language read at the meeting; the board approved the awards and agreed to finalize paperwork.
All approvals were taken by motion, second and a voice/hand vote as recorded in the meeting.
