Scotland County commissioners appoint finance officer, approve parking-lot contract and reschedule budget meeting

The Scotland County Board of Commissioners on March 9 appointed John Jorgerson as the county’s finance officer effective March 16, approved a contract to pave the A.J. Johnson parking lot, advanced a nomination for the Alcoholic Beverage Control board chair and accepted returned East Laurinburg records from the state.
On the appointment, a commissioner moved to nominate John Jorgerson and the motion was seconded; the board approved the appointment by voice vote. Commissioners noted Jorgerson is already bonded and will be sworn in following appointment.
County staff reported five bids were received for the A.J. Johnson parking-lot paving work. K and C Contractors submitted the lowest compliant bid at $506,000; a motion to approve the K and C contract was moved, seconded and approved, authorizing staff to sign the contract and begin work.
Commissioner O'Neil raised that a vacancy for the county’s ABC board had not been advertised on the county website and asked the board to reopen nominations for one meeting cycle so the public could apply. O'Neil also nominated Leon Butler to be ABC board chair; the nomination was seconded and approved by voice vote.
The board voted to accept records returned by the state related to East Laurinburg, with the county manager noting the records will be delivered and stored following the North Carolina record-retention schedule. Finally, by motion and second the board moved its budget meeting from March 25 to March 24 at 9 a.m. and recessed to that date.
