Board reintroduces fund-balance targets and moves fine details of facilities policy into administrative regulation

Schuylkill Valley School District board members advanced two policy revisions at the March 23 committee meeting that change how the district frames reserves and how it publishes operational rules.
On policy 6-20 (fund balance), the committee recommended reinstating guidance removed in May 2023 by specifying that the district "will strive to maintain an unassigned general fund balance of not less than 5% and not more than 8% of the budgeted expenditures for the fiscal year." The committee explained that the total fund balance may exceed 8% across restricted, committed, assigned and unassigned portions and that excess unassigned funds above 8% would be transferred into capital reserve.
During discussion, one board member criticized the phrasing: "From an audit standpoint, saying 'Strive' doesn't really mean anything," arguing the language lacks enforceability; committee members replied the wording restores guidance and is preferable to having no target. The committee left the matter at first reading for further consideration.
Separately, the board took a first reading of policy 707 (use of school facilities). The proposed revision removes detailed operational steps from the policy itself and places them in an administrative regulation (AR) to be completed before final policy adoption. The intent, supporters said, is to keep the policy concise while preserving existing applications and fee schedules. Board members asked that public-facing ARs be linked directly from policy pages so the public can see rules and fee schedules without hunting through attachments.
