Council holds first readings on zoning, fee schedule, engine-brake and open-burning ordinances

At the March 23 meeting the City of Geneva council heard first readings for several ordinances affecting public safety and land use but took no action because the measures were presented as first readings.
President (speaker 1) read the ordinance numbers and short descriptions: Ordinance No. 3407 would amend Chapter 438 (safety equipment) by adding a section prohibiting engine brakes; Ordinance No. 3408 would amend Chapter 661.04 on open burning; Ordinance No. 3409 would replace Part 12 of the planning and zoning code; Ordinance No. 3410 would adopt and incorporate a fee schedule as part of the updated Part 12; and Ordinance No. 3411 would adopt an updated zoning code and zoning map for the City of Geneva.
Because these items were first readings, council did not take votes or adopt changes at the meeting. The City Manager earlier in the meeting said the administration and consultants (Verdantes) recommended a short moratorium on cannabis operations to allow zoning discussions; that moratorium will be on a future agenda.
Next steps: further readings and public hearings on the zoning code and map are expected per the municipal ordinance process; council will schedule subsequent readings and take formal action at later meetings.
