Finance committee forwards budget amendments and multi‑year contracts to commission

The Bedford County Finance Committee on Monday reviewed routine monthly reports and unanimously approved forwarding multiple fiscal items and two multi‑year contracts to the full commission.
Committee members voted to send School Budget Amendment No. 3, which the presenter said includes a USDA Farm to School grant (about $18,000), an early literacy tutoring (Walmart) grant and TSAS outcome monies (the presenter cited roughly $690,000 included with the literacy grant), plus refunds and transfers from fund balance, to the commission for final approval. "If you look at page 1, you'll see a summary of what is being amended," the presenter said while walking through the packet.
The committee also forwarded Accounting Budget Amendment No. 3, described by staff as an "audit adjustment" package covering the general fund, highways, debt service and capital projects. The presenter listed several grants and transfers that required housekeeping changes, including a cybersecurity grant, training equipment for the sheriff's office, a volunteer fire equipment training grant and funding changes related to an opioid grant.
Two multi‑year contracts were referred to the commission. The first, identified in the packet as a Securus contract tied to the sheriff's office, was moved and seconded for referral. The second contract — described as a Cannon agreement that applies to the highway department after a typographical correction — was likewise sent on for commission consideration.
The Board of Education's list of surplus items, which the presenter said had already been approved by the board, received committee approval at the meeting. A fire department contract originally included because of its multi‑year term was revised to a one‑year term and did not require county action, staff said.
Chair and committee members conducted voice votes on the referrals; no roll‑call tallies were taken during the meeting. The committee also noted upcoming budget hearings planned for the finance meeting day when department heads and nonprofits will present budget requests.
The finance committee's referrals will appear on the commission agenda for final action.
