Berkeley County Council approves several budgets and change orders; public comment raises Tall Pines special-district concerns

Berkeley County Council approved a set of budget and project actions, advanced several ordinances and resolutions, and heard public comment alleging governance irregularities in the Tall Pines special tax district.
On finance matters the council approved a request to use up to $90,000 from the Sangaree special tax district fund balance for design work on a library expansion and to create an office intended to save about $26,000 annually in rent. The finance committee also approved change order 1 ($96,418) and change order 2 ($8,932) for the City of Hanahan Senior Center project; staff said those costs will be covered from a combination of ARPA, Community Development Block Grant funds and local sources. The council approved several small fee-discretionary requests including up to $3,800 for the Tri Community Center, up to $8,328 for AFI discretionary funding, and up to $8,000 under LATCF for a stage upfit for American Legion Post 166.
The council conducted routine first, second and third readings for multiple ordinances (including bills 25-60, 25-64, 26-01 through 26-15 and more). Several ordinance votes were taken by voice vote and recorded on the floor as carried; where public hearings were opened for listed bills, no members of the public spoke on those items.
During the public-comment period resident Mary Lucas (speaker 10) raised a series of allegations about the Tall Pines special tax district advisory commission, saying the commission’s newly appointed treasurer updated the Secretary of State registration and renamed the association online, removed covenant signage at neighborhood entrances, and that the Secretary of State flagged the name-change application as falsified. Lucas asked county officials how to obtain a copy of the Tall Pines insurance policy and said she would pursue the matter further if the commission did not rectify what she described as violations.
Council members also approved a resolution to name an entity in honor of FOG Davis, approved an assignment and assumption of a fee-in-lieu of tax agreement involving Zeb Metals/Zeb Aluminum, and confirmed a nomination for the Opioid Advisory Board. The council scheduled its next regular meeting for Monday, April 27, 2026, at 6 p.m. at the Berkeley County Administration Building in Muntz Corner and adjourned the meeting.
