Council awards $8.9M resurfacing package; Henry Brown Boulevard landscaping award postponed

Berkeley County Council voted to award a $8,897,527.06 contract for a 1¢ sales-tax resurfacing package that covers 54 roads totaling about 25.86 miles, while postponing a separate $1,025,334.09 landscaping award for Henry Brown Boulevard pending additional information.

County staff (speaker 9) said the resurfacing package drew three bids and recommended the low bidder, identified in the record as L. D. Weaver Construction Company, at $8,897,527.06. The county asked that the work be completed by Dec. 31 of the calendar year and that county staff provide periodic checks and progress updates; council members emphasized the need for oversight and quality control.

One council member raised concerns about the selected contractor’s past performance on a January project, saying, “when it comes to resurfacing…they messed this up,” and asked for oversight and periodic updates. In response, staff confirmed there will be checks and balances and offered to provide regular project updates to council.

Separately, staff recommended awarding the Henry Brown Boulevard Phase 2 landscaping contract to Yellowstone Landscape LLC for $1,025,334.09, funded from the county’s 1¢ sales-tax account. After discussion about whether the city of Goose Creek could assume maintenance responsibilities or if grass could be planted instead, a motion to postpone the landscaping award for one month to gather more information passed.

The council’s action followed committee recommendations but reflected differing views among members about contractor track records and long-term maintenance responsibility. The resurfacing award was approved on the record; the landscaping item was postponed so staff can confirm whether the city or other entities bear maintenance duties and to review alternatives before final action.
