Atchison County commissioners approve Meraki IT renewal, plan tax sale for county-owned 'orphan' lots and defer oil award

Commissioner Quinn called the Atchison County Commission to order on Tuesday and led routine items before the panel approved a one-year Meraki licensing and support renewal for $4,164.25.
The commission approved the ConvergeOne purchase order for Meraki licensing and support after Commissioner Campbell moved and the commission voted in favor; Commissioner Quinn recorded the voice vote as passing 3 to 0. “This is 1 year licensing and support, in the amount of $4,164.25,” Commissioner Quinn said when introducing the item.
Why it matters: the purchase keeps county network licensing current and was the principal formal procurement action on the agenda. The meeting also included a correction to last week’s minutes (Effingham solid waste is open Friday, not Saturday) and a public recognition of Effingham state wrestling champions Elijah Webb and Max Baderoff.
Tax-sale plan for county-owned parcels
Commissioners discussed several small parcels currently titled to the Board of County Commissioners that county staff and counsel described as “orphan lots,” many too small or topographically constrained to develop. The county counselor recommended initiating the tax-sale process for those parcels while simultaneously contacting adjoining owners to offer quitclaim transfers; any lots that adjoining owners successfully accept could be withdrawn from the sale.
“The bottom line though is this, I refer to them as orphan lots,” the county counselor said, outlining options including the city land bank or quitclaim offers to adjoining owners. Commissioner Quinn stated the commission will include the parcels listed under the Board of County Commissioners on the 2026 tax sale and bring further details back to the board.
Oil bids opened, award deferred
Staff opened the county’s 2026 oil bids and recorded a single bid from Vance Brothers at $2.75 per gallon; staff said last year’s bid was $2.70 per gallon. Given current market volatility, the county counselor and staff advised caution and recommended opening the bids for staff review and returning a recommendation at next week’s meeting rather than awarding today. Angie, the staff member handling bid administration, told the commission the usual bid quantity listed is about 105,000 gallons (an approximate planning figure tied to roughly 20 miles of chip-seal work).
“We bid out because I think on average, we use around a 105,000,” Angie said when describing the bid quantity. Commissioners agreed to take a week to review the single bid and add an award recommendation to next week’s agenda.
Ottawa Road milling and inspection
The board received an operational update on the Ottawa Road project: asphalt millings were stockpiled at Roadside Park (near Thomas Road) and an on-site inspector is checking work weekly during milling and daily once concrete work begins, per KDOT specifications. Commissioners asked staff to invite the project engineer to the next meeting for a formal update.
Other business and next steps
Commissioners set a budget-input deadline for department heads (March 30) and discussed public outreach about a proposed EMS sales tax, coordinating with KBOR and municipal partners. County counsel said he will prepare a bridge charter resolution (captioned 2026-01) to ensure continuity of the NRP program and target an effective date of May 1; staff will circulate the current resolution text to counsel for drafting.
