Committee OKs construction management award for Santa Ana River Trail SART 2 Phase 6 Package A

The Western Riverside County Program & Projects Committee voted to award construction management services for the Santa Ana River Trail (SART) 2 Phase 6 Package A project to Accenture Infrastructure and Capital Projects LLC for a not‑to‑exceed amount of about $1.6 million, including a 7% contingency.
John Terracio, senior capital project manager for RCTC, told the committee the SART 2 Phase 6 Package A project covers roughly 1.5 miles of shared use trail west of State Route 71, includes two major bridge structures (one over a BNSF railroad and another over Aliso Canyon Creek), and is at 100% design. Terracio said package A’s estimated construction cost is about $7.7 million and the plan is to advertise for construction in September with construction starting in early 2027.
Why it matters The overall SART effort aims to close remaining gaps in a 110‑mile regional trail managed for Riverside County Regional Parks (RivCo Parks) and is funded and reimbursed through RivCo Parks using Proposition 84 funds administered by the State Coastal Conservancy. Terracio said all costs for these phases will be reimbursed to the commission by RivCo Parks.
Safety and user questions Committee members asked whether the trail section would restrict e‑bike classes; Gabby Adame Algram, bureau chief of planning and development with Riverside County Regional Parks and Open Space District, said the county’s policy permits Class 2 e‑bikes (maximum assist speed of 20 mph) and that the Santa Ana River Trail portion in question currently has no lower‑class restriction.
Vote and next steps A motion to approve the construction management services agreement was moved, seconded and passed by roll call. Staff will finalize the agreement (Agreement No. 2667029), authorize the chair or executive director to execute it, and proceed with advertising the Package A construction contract per the schedule.
Clarifying detail Terracio noted Package B (the western package) is deferred until full funding is available and has a larger estimated construction value (~$20.5 million). Funding for the Package A contract management agreement is provided by RivCo Parks and reimbursed to RCTC; the agreement amount for the management services itself is about $1.5 million plus a ~7% contingency (~$107,000) for a total not to exceed about $1.6 million.
