WRCOG executive committee approves amended supporting foundation budget, boosts ticketing and folds in Women’s Day event

The Western Riverside Council of Governments Executive Committee on May 4 unanimously approved an amendment to the Supporting Foundation’s fiscal year 2025–26 budget and approved the supporting foundation’s 2026–27 budget. The motion, moved by Paris and seconded by Riverside, passed on a unanimous verbal roll call.
Bonnie Woodrum, who led the presentation, said the Supporting Foundation (a WRCOG 501(c)(3)) has taken steps to control rising event costs, including reducing the number of complimentary tickets and raising ticket prices by $50 for the general assembly. "We also looked at reallocating costs and sharing registration and badging expenses across other events," Woodrum said.
Accounting Manager Luis Fernandez provided the budget figures: the revised FY25‑26 supporting foundation budget anticipates approximately $440,000 in revenues (sponsorships, ticket sales and in‑kind donations) against about $426,000 in expenses. Fernandez said that the increases—about $74,000 in revenue and $63,000 in expenses—are largely attributable to in‑kind sponsorships and the addition of the Women’s Day Forum to the foundation’s portfolio. He explained that in‑kind sponsorships (nonmonetary goods or services) are recorded on both revenue and expense lines, producing no net effect on the fund balance but affecting reported totals.
A committee member who had participated on the general assembly ad hoc committee recommended beginning ad‑hoc work earlier to seek additional bids and potential savings for 2027. Chair said the ad hoc committee will continue.
The committee approved the item as a joint meeting action for the supporting foundation. The clerk conducted a verbal roll call; the motion passed unanimously.
The committee packet includes feasibility and line‑item detail to support the amendment; staff said a budget amendment for the full general fund will be brought to the administration and finance committee and the general assembly at later dates as required.
