Council OKs multiple construction contracts; staff says $1,000,000 advance will fund Delta Mill fire-suppression work

Key approvals included an award to Contract Building Systems LLC for $395,785 for interior modifications at the Dr. Wir site, an award to IPW Construction Group LLC for a $94,480 interior-demolition job at Delta Mill, and an award to S and B (SMB) Construction LLC for a revised low bid of $543,000 for a concession/restroom project at Lindsay Park after a bidder-reported omission was accepted and adjusted.
Staff also presented a single qualified bid from EagleFire for the Delta Mill fire-suppression system (sprinklers, a 225,000-gallon water tank, pump house, and alarm). Mr. Parks said the actual bid substantially exceeded prior county estimates and that the county would need to advance $1,000,000 from the Economic Development Fund to complete the work; Mr. Clavin said the advancement is available in the county’s economic-development funds and described options for an extended payback period.
Mr. Parks reported that staff recommended awarding the EagleFire contract and, in the meeting record, presented a contract-amount figure of $1,967,215. The council moved and seconded the award and approved it by voice/raise-of-hand; the transcript records an approval with one abstention noted for the final item.
The council did not debate alternatives at length during the meeting; members asked clarifying questions about bid openings, licensure and scoring of proposals. Staff said additional procurement records would be available to council members and that the county intends to recover the advance through future lease or revenue streams tied to the Delta Mill project.
What’s next: Staff will forward full bid documentation, contractor licenses and any revised project schedules to council; the Economic Development Fund advance will be included in subsequent budgeting reports.
