The committee advanced HB 5571, a broad business-tax package that contains multiple tax-credit changes, a proposed tax credit tied to meeting event commitments at a named arena, and a working group on market-based sourcing. Members discussed which venues would be eligible to receive tax-credit-supported events and whether a specific $10 million credit for a private venue was appropriate.
Senator Perillo proposed an amendment to add the Total Mortgage Arena in Bridgeport to a list of potential venues eligible under the bill; the amendment prompted immediate objections from the Bridgeport delegation, which said its members had not been consulted. After floor discussion and exchanges between delegation members and proponents, Senator Perillo withdrew the amendment so further consultation could occur. Senator Miller and other committee leaders took pains to acknowledge the wider economic-development goals of the bill while noting the sensitivity of site-specific credits and the need to consult local delegations.
The measure also modifies the angel-investor tax credit (reducing the minimum share of employees who must live in Connecticut from 75% to 50% in certain cases) and creates a tax credit tied to qualified operators subject to performance commitments. Several members said they supported the farmer tax-credit corrections included in the bill.
Outcome: The committee moved HB 5571 JFS to the floor after debate and the withdrawal of the Bridgeport amendment; members said they expected to continue negotiating targeted credits and venue commitments during floor action.
