Monroe County commissioners voted 3-0 Thursday to adopt Ordinance 2026-O-07, a corrective rezoning that changes the classification of 3521 South Rogers Street from Summersbee planned-unit development (PUD) to Residential 1 (RES).
Planner Mr. Myers explained staff discovered the parcel was not included in the Summersbee PUD legal description or subdivision plat and pointed to a 2004 City of Bloomington map that showed the parcel as zoned RM-15 at that time. The property is in Perry Township, about 1.01 acres, contains an existing two-family dwelling and has sewer lines crossing the site. Mr. Myers said the plan commission acted as the petitioner and recommended the residential 1 district to align the parcel with surrounding zoning.
He noted a practical constraint: the local utility (referred to in the discussion as CBU) will not extend sewer services for further development on the parcel, which influenced development expectations. Mr. Myers also referenced "House Bill 10 58" as a legislative item staff reviewed for any potential impact on contiguity and voluntary annexation, noting he had not tracked subsequent movement on that bill since his last review.
Commissioners said the rezoning corrected a clear mapping error. The ordinance passed unanimously. The board did not attach conditions to the approval; follow-up will occur through standard permitting and any future development proposals.
