Director David Dice described the general government projects as largely "same services" maintenance work and pointed to a six'year portfolio of higher'priority DGS projects funded by GO bonds and current revenue (six'year total cited in the packet: $163,000,000). Dice said DGS is performing Building Energy Performance Standards (BEPS) assessments for roughly 20 qualifying county buildings and is prioritizing elevator modernization and HVAC repairs as funding allows.
Members asked whether energy-saving projects track cost savings; Dice said the county monitors energy savings and can provide data to councilmembers. Council members emphasized the importance of preserving core infrastructure rather than taking short-term cuts that would be "penny wise and pound foolish."
On procedural votes, the committee unanimously raised hands to recommend the TEBS CIP items and the general government CIP recommendations to the full Council; the meeting record shows unanimous support but does not list exact vote counts.
