City staff presented final assessment rules for two 2025 improvement projects and the council set a public hearing for Tuesday, July 7, 2026, at 4:30 p.m.
For the 2025 Surface Reconstruction Project, staff described the scope (multiple streets listed in the packet) and said the recommended special assessment is $2,140 per adjacent residential parcel and a total specially assessed amount of $143,173, representing about 32.5% of the estimated project cost. Council approved the assessment rules and set the public hearing.
For the 2025 Utility Street & Alley Improvement project, staff reported a recommended specially assessed amount of $1,400,379.79, about 47% of the estimated final project cost, and council likewise set the July 7 public hearing and approved the assessment rules.
Both items were approved by motion; written assessment rolls and methodology are in the meeting packet and will be the subject of the scheduled public hearing.
