Victorville council adopts HUD FY2026–27 action plan, approves equipment purchase and rejects WWTP bids

The clerk recorded votes: Council member Godin — Yes; Council member Mora — Yes; Mayor Pro Tem Herriman — Yes; Mayor Becerra — Yes; council member Irving — absent. Motion passed.
- Consent calendar (items 3–10): The council moved and seconded approval of items 3–10; the clerk recorded affirmative votes by the same present members. Motion passed.
- Purchase of Toro GreenMaster mower and MultiPro sprayer (Item 11): Staff recommended purchase of a Toro GreenMaster 3400 TriFlex hydraulic diesel mower and a Toro MultiPro 1750 sprayer for $126,928.77. Councilman Godin moved and Mayor Potem Harriman seconded; the clerk recorded unanimous yes votes from the present members. Motion passed.
- Rejection of bids for the Industrial Wastewater Treatment Plant direct connection 1 and 2 project (Project MS26‑107, Item 12): Staff (city engineer Freddie Bonilla) reported bids significantly exceeded the engineer’s estimate due to an underdeveloped bypass plan. Staff recommended rejecting all bids, re‑scoping and re‑advertising the project. The council voted to reject the bids and authorized staff to reevaluate scope and reissue the solicitation.
