Enumclaw council approves sewer reimbursement area and authorizes RCO grant application for field lighting

The Enumclaw City Council on April 27 approved two resolutions: a sewer assessment reimbursement area tied to the Roosevelt Avenue roundabout project and authorization for the mayor to submit a Washington State Recreation and Conservation Office (RCO) youth athletic facilities grant application to light athletic fields.
City staff read Resolution 1872 by title and explained that the city fronted sewer installation for the roundabout at 244th and Roosevelt and is seeking to record a reimbursement agreement against four parcels. Staff said the initial estimated cost had been around $60,000 but soil and administrative issues increased the amount so the city will seek to recapture just under $88,000 from the affected properties. "So they just slightly under $88,000 to be recaptured, through this agreement, on those properties," staff said.
Council moved and seconded approval of Resolution 1872; the motion passed on a voice vote.
Parks Director Aliyah Hibbs presented Resolution 1874 and described the grant request. Hibbs said the grant application proposes an award of $400,000; the city intends to leverage $202,000 in impact fees it already has and budget the remaining $198,000 in the 2027 budget to meet the RCO 50% match requirement. She said the total project budget would be about $800,000 including a 15% contingency. "This grant application proposes an award of $400,000, and we will leverage... impact fees... and budget the additional during the 2027 budgeting process, for a total of 800,000. That includes a 15% contingency," Hibbs said.
Council moved and seconded approval of Resolution 1874; the motion passed on a voice vote.
No roll-call tallies were recorded in the meeting transcript; both measures passed by unanimous voice vote at the meeting. Staff will record the sewer reimbursement document against the affected parcels for Resolution 1872 and will proceed with the grant application and budgeting steps outlined by parks staff for Resolution 1874.
