Webber also proposed delegating execution authority for right‑of‑entry and facility‑use agreements with public agencies or nonprofit organizations while maintaining county counsel and risk‑management review.
Supervisor Parlin pressed for retaining the 'next review' consent step for board visibility; she and other supervisors asked for an annual receive‑and‑file report listing agreements executed under delegated authority. County counsel and staff agreed to return redline policy language and a revised resolution that includes annual reporting. The board moved and the motion passed 5–0.
