Board approves routine business: child-fatality recommendations, DOT updates, website, social-media policy and housing plan
Summary
The board received a child-fatality prevention report with program recommendations, heard DOT project updates, and approved a website redesign, a social-media policy, parks bylaws, budget amendment, and the Section 8 PHA plan for FY26 among other routine items.
At its May 4 meeting the Caswell County Board of Commissioners covered multiple routine and informational items:
- Child Fatality Prevention Team: Danielle Elmore (clinic director) and Emily Finch (program assistant and review coordinator) presented the county’s local child-fatality team report for calendar year 2024. Recommendations included increased awareness of domestic-violence resources, gun-safety education and distribution of gun locks, safe-sleep educational programs and continuing multiagency review of deaths of residents age 17 and under. The team described past purchases funded by grants such as car and booster seats, carbon-monoxide and smoke detectors, helmets and pack-and-plays.
- DOT update: NCDOT representative Jeremy Delap summarized bridge and road projects affecting the county, including NC 86 bridge work and on-site detours, Daw Branch Road (to be let May 7, completion expected Nov. 2026), a US 158 bridge in Rockingham County with portable traffic controls (completion Nov. 2028), NC 150 intersection changes to a four-way stop and planned resurfacing work. Delap agreed to follow up on requests for signal warrants, realignment schedules and property-owner participation pavings.
- Economic development: Staff described marketing and site-prep work at Pelham Industrial Park, engagement with potential retail and mixed-use prospects and regional data-center developments near Danville; staff said they would share a data sheet about regional data-center announcements at a future meeting.
- Website redesign and support: The board approved a website redesign to improve mobile responsiveness and ADA compliance, estimated $3,500–$4,500 for design with optional $250/month support (3 hours) to be funded from economic-development budget lines.
- Social-media policy and parks bylaws: The board approved an updated social-media policy (covering employees, elected officials, volunteers, contractors and consultants) and approved bylaws establishing a Parks & Recreation advisory committee (advisory only, with membership terms, nepotism clause and quorum rules).
- Budget amendment and grants: The board approved Budget Amendment No. 20 to request a final $2,250 draw from a N.C. State Grange agricultural-sign grant and to recover $363.94 in prior-year funds. Staff also reported a $24,500 Duke Energy Foundation grant application submitted April 30 and ongoing PTRC grant work.
- Section 8 PHA Plan FY2026: The board approved the county’s Section 8 Public Housing Agency plan for FY2026, a HUD-required document that maintains federal funding eligibility under the U.S. Housing Act of 1937.
- Appointments and easement recording: The board made several appointments to regional and local boards and recorded an easement for a Cherokee tobacco sewer-line project at the Caswell County Register of Deeds.
Next steps: staff will continue grant work, bring back permitting options for large events, and coordinate logistics for a joint meeting with towns on May 21.
