Carroll County holds VDOT joint hearing on six‑year secondary road plan; resident urges inclusion of Springbud Road

The Carroll County Board of Supervisors held a joint public hearing with the Virginia Department of Transportation on the secondary six‑year construction plan for FY26‑27 through FY31‑32 and the FY26‑27 secondary construction budget.
Laura Weeks, identified to the board as a resident of Springbud Road, told supervisors she moved to Carroll County in December 2024 and described repeated storm damage and washouts on her gravel road. "There is a total of 11 homes on that road, and it is about just a smidge over 8 tenths of a mile from end to end," Weeks said, adding that the route has been used as an alternate during bridge repairs and that dust and steep grades create safety concerns. She asked the board to consider Springbud Road for VDOT’s rural rustic road program and offered to return to the board if more information was needed.
A VDOT representative explained the hearing was held under Code of Virginia §33.2‑331 and said copies of the proposed plan were available at the county administrator’s office. The representative listed six projects that remain from the last approved plan and described several others recently added to the county’s priorities; those projects are awaiting environmental clearances and, for at least one road, a parkway permit. Staff said VDOT could perform an updated traffic count for a roadway discussed by supervisors (the transcript records an earlier count of 36 vehicles for Route 675 performed in 2022) and that project scheduling can shift if pending clearances are resolved.
Board members and staff encouraged residents to submit road suggestions during the hearing; staff said requests would be reviewed and returned for consideration at the next board meeting. The board closed the public hearing at 7:18 p.m.
