Clinton County Board adopts FY2027 budget, approves wage and benefits adjustments

The Clinton County Board of Supervisors adopted the fiscal year 2027 county budget on April 20, approving a series of adjustments to wages and the county health insurance plan.

Supervisor George moved to reduce the county’s share of the healthcare plan costs; the motion carried on a roll-call vote. Supervisor Irwin then moved to apply a 1.5% band shift to the county wage band; that motion also carried. In a later motion, Supervisor Irwin moved to reflect a 3% wage increase for elected officials, with the county auditor’s pay set at 0% and the Board of Supervisors’ increase set at 1.5%. That motion passed on a roll call with Supervisor George voting No and Supervisors Irwin and Srp voting Yes.

The board noted the proposed budget included an increase of more than $1 million in payroll obligations and said current county reserves can cover the near-term increase while they evaluate long-term sustainability. Supervisors emphasized viewing compensation as a package that includes both wages and employer-provided health benefits.

After the adjustment motions, the board approved Resolution 2026-83 formally adopting the FY2027 budget as presented and authorized the chairperson and the county auditor to sign the approved budget. Roll call on Resolution 2026-83 was Irwin: Yes; George: Yes; Srp: Yes.

The board did not specify the exact dollar amount by which the county’s health-insurance contribution would be reduced in the meeting record; the budget summary attached to Resolution 2026-83 was authorized for filing by the county auditor.

The board is scheduled to reconvene April 27 for regular business; no further public hearings on the adopted budget were recorded at this meeting.
