Staff (Brian) said several water samples had exceeded the action level for lead, triggering the need for an IEPA-required corrosion-control study. The scope includes project management, pipe harvesting, scale analysis, flow-through studies and a summary report. The total cost is $463,573, to be paid across three fiscal years; the village has $450,000 currently budgeted and the first-year cost is $260,000.
Staff recommended entering the PSA with EEI and Cornwell Engineering Group to complete the required technical work. The board approved the agreement by roll call.
