The Columbia Falls City Council authorized a nonbinding letter of support May 4 for Housing Solutions LLC’s proposed Glacier View Senior housing development, a deed-restricted rental project for residents aged 55 and older.
City staff described the proposal as a 28-unit income-restricted building plus an on-site manager unit, with 20 units targeted at 60% of area median income (AMI) and 8 units at or below 30% AMI. Construction was discussed as a 2027 target and the application will be contingent on state funding. Staff recommended supporting the developer’s application to the Montana Board of Housing and offered to provide testimony on behalf of the city.
Council members asked operational questions. One councilor asked whether the project would be rental-only; staff said they believed so but would confirm. Melissa, with the Columbia Falls Community Market, raised traffic concerns for the market area and asked whether a traffic study had been completed; staff said that a traffic study is premature until funding and site selection are finalized and that detailed site planning, including access agreements, would occur later in the process.
A councilor moved to provide a letter of support and the motion carried; the council did not attach any city financial commitment and staff emphasized the letter would be nonfinancial and that the city would still review land-use approvals if/when specific site plans and agreements are submitted.
Staff said the proposed location is a parcel between the Catholic church and the community market but cautioned the developer could change sites if agreements are not finalized.
