Sparks council adopts ordinance to raise sanitary sewer rates, effective April 1

On second reading March 23, the Sparks City Council voted unanimously to adopt Bill 2851, an ordinance amending Title 13 of the Sparks Municipal Code to increase sanitary sewer user rates, connection fees and septic rates. City Engineer Amber Sosa presented the item, noting the matter had been through prior readings and that a clerical error in an attachment required the ordinance to return for re‑reading; she said the proposed changes themselves were unchanged and the effective date if adopted would remain April 1, 2026.
"None of the proposed changes are any different as far as the connection fees or the user fees," Sosa said while offering to present the full rate study again if council desired. No members of the public spoke on the item during the hearing. Councilmember Vanderwell moved to adopt Bill 2851 with an effective date of April 1, 2026; Councilmember Anderson seconded and the motion carried unanimously.
The ordinance was adopted on final reading and will be codified as an amendment to chapters 13.09 and 13.24 of the Sparks Municipal Code; the new rates take effect April 1, 2026. The council did not record a breakdown of the new fee schedule on the public record at this meeting; staff previously provided the sewer rate study attachments to council.
