Sparks approves $75,000 reimbursement from Truckee River Flood Authority for North Truckee Drain modeling

At the March 23 meeting, City Engineer Amber Sosa outlined an interlocal agreement with the Truckee River Flood Management Authority (TURFMA) under which TURFMA will reimburse the city $75,000 for hydraulic modeling and flood mapping of the North Truckee Drain. Sosa said the work would support a Letter of Map Revision (LOMAR) and include surveying structures and updated hydraulic modeling for the reach from just downstream of Shadow Lane to the outfall of the Spanish Springs detention facility.
"This is the continuation of that coordination with FEMA, to get our technical questions answered and get some more refined mapping of the North Truckee Drain," Sosa said, describing prior FEMA studies and coordination. The House Moran consulting proposal is listed at $98,000; the interlocal agreement covers $75,000 of that amount, with TURFMA to pay within 30 days of contract execution.
Councilmember Rodriguez moved to approve the interlocal agreement; the motion was seconded and carried unanimously. The council directed city staff to proceed with the contract scope of work described in the presentation; the city is responsible for executing the House Moran contract and moving forward with the LOMAR process.
