Franklin County to apply for Second Chance Act grant to support incarcerated parents and children

The proposal budgets 5% ($12,500 per year) for fiscal-court administrative costs.
Kelly of Thornhill Education Center described the program’s workforce-development connections and the role of the National Center for Family Literacy (NCFL) in grant-writing and program design. Speakers described the application as collaborative and pointed to Thornhill’s experience running family-literacy and workforce-preparation programs.
Court members praised the collaboration and expressed support while acknowledging grant-driven funding carries sustainability questions; Thornhill said the organization intends to continue services regardless of grant outcomes and described a diversified funding approach. During the voting session the court approved the resolution to apply for the grant and wished the partners well.
