County says 21 flood‑buyout properties have funding; 16 more await guaranteed funding

Erin updated the Franklin County Fiscal Court on progress toward buyouts of properties affected by recent flooding.
She said funding is in place for the 21 properties in the first group and those buyouts are progressing. Erin added that a second group of 16 properties has been approved by the Natural Resources Conservation Service (NRCS) but the county is still awaiting guaranteed funding for that phase; once funding is guaranteed, the county expects to proceed.
The county also received two quotes for appraisal technical review services and Erin recommended awarding the contract to Greg Helton as the lowest bidder with the quickest turnaround. During the voting session the court authorized awarding the appraisal technical review services contract to Greg Helton contingent on submission of proof of SAM.gov compliance within 15 days; the county judge was authorized to extend that deadline if requested.
Court members discussed whether more auxiliary contracts should be preauthorized to speed work when federal funds are released, but Erin explained that competitive-bid thresholds and procurement rules limit the ability to add properties to existing contracts without going back out to bid.
Members emphasized the importance of continuing infrastructure work (roads, courthouse repairs) and noted separate federal funding streams for different project types.
