Dorchester County Council approves two rezoning requests, adopts safety proclamations and authorizes outside counsel

Dorchester County Council voted unanimously May 4 to approve two rezoning requests and to adopt several public‑safety proclamations, and after executive session authorized county staff to engage outside counsel on a property matter.
The council approved second reading on rezoning request 5954954, filed by Kevin Berry, to rezone about 1.3 acres on Dorchester Road (TMS 153‑09‑07‑015) from Neighborhood Commercial (CN) to General Commercial (CG). County staff told the council the site abuts an existing commercial corridor and recommended approval; the planning commission also recommended approval. No members of the public spoke during the hearing and the motion to approve passed unanimously.
Council also approved second reading on rezoning request 955 by Billy Schumann to rezone approximately 6.85 acres on Misty Glen Road (TMS 013‑00‑00‑025) from General Commercial (CG) to Agricultural Residential (AR). Staff explained that the area had been zoned commercial decades ago but had not developed as such; the applicant requested the rezoning to allow residential use. Council members emphasized the change was a downzoning at the owner’s request. That motion also passed unanimously.
On proclamations, the council adopted proclamation 26‑07 designating May 2026 as National Corrections Officer Week, and proclamation 26‑08 recognizing Emergency Medical Services Week. The council additionally adopted proclamation 26‑09 declaring May 2026 Building Safety Month. Each proclamation was introduced, accompanied by remarks from the relevant department or invited guest, and approved by unanimous vote.
The council appointed David Bersima, owner of Stillwater Café, to the accommodations (ATAX) committee by unanimous vote.
After an executive session in which county attorneys provided legal advice on two matters — a contractual issue involving the InterFord property and legal advice related to the Pine Hill Lakes tract — the council returned to open session and authorized the county administrator to execute an engagement letter with Parker Poe for legal services related to the InterFord property. The motion to engage Parker Poe was made, seconded and approved unanimously; the county attorney reported no action had been taken during executive session.
Council Chair (acting) closed the meeting with an adjournment motion.
The council set public hearings for the FY 2026–27 budget ordinance for May 11 (Somerville) and May 18 (Saint George) with a plan for final readings in June.
