Harford County treasurer asks council for $1 million supplemental for retiree payouts

County Treasurer Robbie Sandals asked the Harford County Council to approve a $1,000,000 supplemental appropriation to cover retirement leave payouts that exceeded the fiscal-year line item.
Sandals said the supplemental is intended to cover annual-leave payouts (capped around 40 days) and half of accrued sick leave for long-serving employees whose combined leave payouts may be larger than the regular budget can absorb. He told the council that the county often places such costs in a supplemental budget when retiree payouts are higher than expected.
Council members asked whether the costs had been reflected in the proposed FY27 budget; Sandals said the request is to cover fiscal year 2026 obligations. No public speakers signed up for the appropriation hearing and the hearing was closed; the council indicated it would take up the matter at a subsequent meeting.
