County administrator proposes naming, government-relations and travel policies after audit findings

County Administrator Derek Rapier told the Greenlee County Board March 17 that recent audit work turned up policy gaps — including government-relations expenditures, meal and travel guidance, and whether to adopt a formal naming policy for county facilities — and he asked the board for direction to draft clarifying policies.

Rapier said there is no formal county statute or consistent policy governing the naming of county buildings and that staff wanted guidance before putting a formal naming process in place. He outlined potential reasons to adopt a policy (recognition of service, memorialization, fundraising/naming rights) and cited examples where names lose clear historical meaning or create tension among elected officials and communities.

On audit recommendations, Rapier proposed a government-relations policy to define allowable, nominal expenditures when elected officials or staff meet with legislators or regulators; the draft would be modeled on guidance from the Arizona Secretary of State and the Auditor General. He also suggested a professional-fees policy covering whether the county pays for employees’ out-of-state professional licenses and a clarified travel and meals policy (distinguishing lobbying meals from travel per diem and defining “within reason”).

Board members urged staff to draft policies derived from state agency guidance and to return with proposed language for review. Rapier said staff will prepare draft policies and propose them for board consideration.
