Middleton approves $75,000 contract for City Hall concept design

The Middleton City Council authorized the mayor or his designee to enter a contract with ALC Architects for concept design services for City Hall at a cost not to exceed $75,000.
Staff described the scope as a design-to-permit contract for a remodel and limited expansion of the current city hall building so the city would have construction documents ready to obtain a building permit. Staff said the design contract would include architectural, structural, mechanical and electrical drawings sufficient for permitting.
"This is $75,000. This is probably in the neighborhood of a $750,000 project," a staff speaker said when summarizing how design fees relate to likely construction costs. Council members discussed whether the design represents an interim step toward a larger campus plan that could eventually include the police and library and whether the project could be expanded in future phases.
A motion to authorize the mayor or designee to approve the concept design contract with ALC Architects not to exceed $75,000 was moved, seconded and carried on a roll-call vote.
What happens next: the city will ask ALC Architects to prepare permit-ready documents; if council later decides to proceed with construction, staff will return with a construction contract and funding plan.
