Commissioners approve transfers, contracts and appointments in routine consent actions
Summary
In a series of unanimous roll-call votes, commissioners approved appropriations and transfers, several contracts and vendor invoices, payment agreements for water/sewer customers, OPWC disbursements, area workforce board appointments, a $2 million CD reinvestment, and a proclamation honoring an Eagle Scout.
The Athens County Board of Commissioners carried a slate of consent and routine business items during its Dec. 9 meeting, voting unanimously on transfers, contracts, payment agreements and appointments.
The board approved appropriations, transfers and the Auditor's invoice reports authorizing the Auditor to issue warrants for payment of county bills. Specific finance actions included a $10,860 fund-to-fund transfer from county community funds and an $8,232.75 PSI grant advance repayment to the general fund as recorded in the Auditor’s packet.
Commissioners approved several vendor contracts and invoices: a Brightly (Dude Solutions) software contract for $4,960.48 covering 12 months; an Everett J. Prescott invoice of $2,025.32 for Village of Trimble water meters to be paid from ARPA funds; two Sunday Creek contract applications were ratified; and the Common Pleas transfer of $7,084 was approved. They also authorized an OPWC disbursement (CU19AC) for $139,335.91.
On water/sewer customer matters, the board authorized payment agreements for Laura Plotner ($231.54, $116.93 due 12/11/2025), Stacey Valentine ($296.03, $217.07 due 12/19/2025) and Billy King ($426.77, $196.54 due 12/12/2025) with the standard warning that failure to meet terms could result in service shutoff. Commissioners also declared certain Treasurer items surplus for redistribution or destruction.
Other actions included appointing David Brennan and Medea Loibl to the Area 14 Workforce Development Board (terms 1/1/2026–12/31/2027); approving a reinvestment of a $2,000,000 matured investment into a two-year certificate of deposit at Farmers Bank at a 3.75% rate; adding Leah Allen as a one-time user on the commissioners’ credit card; authorizing Commissioner Eliason to sign New Marshfield ARC Form 1 and the SF-424 federal application; and adopting a resolution commending Eagle Scout Trevor Boggs and declaring Dec. 13, 2025 "Trevor Boggs Day." All recorded motions were adopted on roll call with Eliason, Chmiel and Adkins voting yea.
Why it matters: The approvals move routine county business forward — permitting payments, contract work and clerical appointments to proceed. The CD reinvestment and OPWC disbursement have direct budgetary implications; workforce board appointments and the Eagle Scout proclamation are community governance items recorded in the commissioners’ journal.
