Commission approves roads backfill and hires design firm for Boulder Ave storm drain

Grand County commissioners approved two personnel backfills for the Roads & Bridges Department and authorized design work for the Boulder Avenue lower storm drain on April 21.
Personnel Services Director Tess Barger said the Roads Department currently has multiple vacancies and recommended hiring two Road Laborers to maintain operations and cross‑train existing crews. Commissioner Bill Winfield moved to approve the backfill; Commissioner Mike McCurdy seconded. The motion passed 7–0.
Roads Supervisor Cody McKinney described a partnership with Desert Rivers Credit Union to install storm drain improvements and the need to extend a pipeline from Highway 191 to Pack Creek to accommodate existing and new flows. The Commission approved a Jones & DeMille task order for hydraulics, design drawings, specifications and materials testing at a cost of $28,020. Commissioner McCurdy moved to approve the task order; Vice‑Chair Winfield seconded. Motion passed 7–0.
Staff said design work will precede 2027 construction by county crews and that appraisals and right‑of‑way materials for related projects (Spanish Valley Drive Multiuse Pathway) will be brought back for ratification at a future meeting.
