The Athens County Board of Commissioners approved a contract allowing the county auditor to engage SC Strategic Solutions (SCSS) for comprehensive document scanning, indexing and optional hosting services.
Auditor Jill Davidson presented the Master Services Agreement and the vendor’s SCView software options. The vendor described a county site license ($15,995 per year) and a county departmental license ($5,995 per year), production scanning in TIFF format, quality assurance procedures, and optional modules (OCR, workflows, public portal) with additional fees. The vendor also described transportation, temporary off-site storage, and 24/7 retrieval provisions for scanned records and said upgrades to the core system would be provided as they become available.
Commissioners approved the contract and authorized Auditor Jill Davidson to sign. The Master Services Agreement in the meeting packet carried an effective date of Dec. 8, 2025.
Why it matters: Digitizing county records can reduce physical storage constraints, improve retrieval times, and support remote access to public records; costs and license choices will affect the county’s recurring IT budget and records-access policy.
