Commission awards OSTA concrete bid, resolves event conflict; project now over budget

The Grand County Commission voted unanimously on April 21 to award the concrete portion of the Old Spanish Trail Arena (OSTA) playground and pickleball project to Pronghorn for $76,610.
OSTA Director Angie Book told the Commission that four bids were received and that the low bid will leave the project roughly $30,000–$35,000 over budget. She explained that pre‑bid quotes would have put the project about $6,000 over budget, but contractors who provided pre‑bid quotes did not submit bids. Commissioner Jacques Hadler moved to accept the recommendation to award the contract to Pronghorn; Vice‑Chair Bill Winfield seconded. Commissioners reiterated a preference for local contractors but accepted the low bid to keep costs as low as possible. The motion passed 7–0.
Separately, Chief Deputy Clerk/Auditor Jenibeth Jones presented two competing high‑impact event applications for OSTA: Raptors on the Rocks and the Grenadier Gathering. Jones said both groups sought the same dates (Apr 29–May 2, 2027) and that OSTA could not host both events simultaneously. Commissioners approved the Grenadier Gathering for those dates, and they authorized allowing Raptors on the Rocks to hold the event on Mother’s Day weekend in 2027 if the organizers agree to that change. Motion by Commissioner Hadler, seconded by Vice‑Chair Winfield; motion passed 7–0.
Commissioners and OSTA staff said they would work to manage scheduling conflicts and budget shortfalls as the project moves into construction.
