The Grand County Commission on April 21 voted 6–1 to approve a text amendment to the county’s Land Use Code to allow non‑ATV outfitters, guide services and related rental businesses as a permitted use in the Light Industrial zone.
Planning and Zoning Director Andrew Jackson told commissioners the request came from property owner Mick Vallantine, who operates an e‑bike business at 825 W Kane Creek Blvd. Jackson said staff and the Planning Commission found the proposed use is consistent with other activities already allowed in the zone and recommended approval.
Vice‑Chair Bill Winfield moved to approve the ordinance; Commissioner Brian Martinez seconded. Commissioner Trish Hedin cast the lone dissent, saying she opposed changing the land use table for a single property while the county is undertaking a broader Land Use Code update and that such piecemeal amendments can create downstream complications. Supporters, including Martinez, argued the local economy relies on tourism and that allowing this use would remove barriers for existing businesses.
Commissioners noted that only four parcels in the county are currently zoned Light Industrial, and the amendment will apply only to those parcels. The ordinance passed with six votes in favor and one opposed.
The Commission’s action updates the county code; the item will be reflected in the record and any subsequent administrative steps for ordinance adoption and codification.
