Athens County housing projects: 93 High close-out, 485 Richland roof work after no bidders

Jeff Jenkins told commissioners on Dec. 23 that HAPCAP-funded work on several housing projects is in the final stages. System testing for Lynn Hall (The Ridges) is complete pending state sign-off. The CARES-funded 93 High project in Glouster is nearing construction completion; Jenkins said roughly $260,000 in remaining CARES funds will be used for eligible close-out items under a change order.
The 485 Richland apartment rehab in Athens drew no bidders for the planned scope, Jenkins said, so the team narrowed the work to roof replacement (near completion) and sought state approval to shift remaining 485 funds to 93 High to meet CARES spending deadlines. The state approved that reallocation because the apartments at 485 Richland are habitable and the CARES spending timeframe is tight.
Jenkins noted CARES grant constraints: funds must be spent on pre-approved grant activities and cannot be repurposed to unrelated properties or uses. The project team is coordinating with public relations, the architect and state agencies to plan a spring ribbon-cutting for 93 High once close-out items are finished.
