Athens County outlines $2M courthouse HVAC plan, pilot solar sites and discontinues P3 carbon fee

County staff on Feb. 3 outlined a design‑build plan to replace the Athens County Courthouse HVAC system with an estimated $2.0 million budget funded from ARPA.
The pre‑bid discussion set procurement milestones (proposals due Feb. 17 with award targeted within one to two weeks after opening) and emphasized operations planning for an active courthouse, including premium‑time allowances, early‑morning noisy work and use of temporary swing space at the Sheriff’s building. Staff recommended bid documents include an allowance for premium time to avoid later change orders.
Separately, SOPEC representatives discussed solar project options including a pilot PPA (example: a 36 kW Racine Firehouse) and candidate Athens County sites such as the Water/Wastewater plant at The Plains and the dog shelter. The Board voted to discontinue the county’s $0.002/kWh aggregation 'carbon fee' on P3 accounts; SOPEC will remit $15,000 already requested for 911/EMA and transfer remaining balances after a Feb. 17 SOPEC Board meeting.
The Board also approved generator contracts with BJ’s Electric to supply generators at multiple EMS stations, the Records Center, Glouster Courthouse and the Animal Shelter and approved a $43,000 invoice to Davidson Bush for two Lochinvar heat exchangers. An APG invoice of $172 for HVAC bid advertisement will be paid from ARPA funds.
Staff will proceed with advertising and bid openings according to the schedule and coordinate site assessments for solar pilots with SOPEC and county operations staff.
