Commissioner Cory Noonan reported that year-to-date revenue is down approximately $337,000 from the prior year. Staff noted a cash balance of about $4.5 million available at the end of February and discussed the possibility of using those funds toward the Courthouse Renovation Project.
Commissioner Brian Winegardner described four former union-employee cases in which supplemental pay must be returned; one employee has signed a repayment agreement. Winegardner said he would email Auditor Rachael Gilroy to request that accrued-time payouts be withheld when supplemental-pay funds remain outstanding. Auditor Rachael Gilroy confirmed withholding accrued payouts is an option and described holding checks or withholding transfers until amounts owed are repaid.
No formal vote or final appropriation was taken at the meeting; commissioners directed staff to coordinate with the Auditor and return with specific recommendations regarding reserve use and payroll withholding.
