Committee moves certified‑payroll portal bill amid remaining stakeholder negotiations

"This bill does not create any new reporting mandate," Frazier said, adding the portal would relieve administrative burdens, provide consistency for project owners and strengthen oversight to help prevent wage theft and misclassification.
Representative Nash and other members noted there remain unresolved details and stakeholder agreement was not yet final; Co‑chair Frazier acknowledged those concerns and committed the sponsors not to move the bill to final passage without stakeholder buy‑in. The committee adopted DE‑4 by voice vote and referred HF 24‑41, as amended, to the general register.
