The Planning Commission recommended the measure 6–0; the council adopted the amendment 5–0. Staff described the change as removing conflicting regulations and making lot‑of‑record rules clearer for homeowners and small developers.
Special events and public‑order code changes: Council approved amendments to Chapter 30 (special events) to update definitions, outline organizer responsibilities, and provide a dispersal warning step before penalties for unpermitted events. Staff said the revisions were coordinated with the city attorney to protect freedom of expression while ensuring permit accountability; council passed the item 5–0.
Ordinances on first reading: The council held first readings for two ordinances. Ordinance 2026‑69 (personnel code amendment) would add a section on defensive actions arising from official duties and was presented as a first reading; the final vote is scheduled for May 11. Ordinance 2026‑610 would formalize the city’s service‑of‑process procedure and designate officials authorized to accept legal service (mayor, city manager, deputy city manager, city clerk or city attorney); it also had its first reading and will return on May 11.
Delinquent tax services contract and minutes: Finance staff introduced a one‑year contract with Delinquent Tax Services, Inc. to assist with a small set of remaining delinquent parcels; the council approved the contract 5–0. The council also approved April 13 meeting minutes 5–0.
